The Federal Acquisition Regulation (FAR) Purchase Cards (P-Cards) and Simplified Acquisition Procedures

The Federal Acquisition Regulation (FAR) establishes guidelines for government purchases, including the use of Purchase Cards (P-Cards) and simplified acquisition procedures, which streamline procurement for smaller transactions. Here’s an overview based on FAR’s guidance:

P-Cards in Government Procurement

The FAR encourages using P-Cards for small-dollar transactions to increase efficiency and reduce administrative burdens. P-Cards are a preferred method for micropurchases and low-cost purchases that meet the requirements for simplicity, speed, and reduced paperwork. Key FAR provisions relevant to P-Card use include:

Micropurchase Threshold: As defined in FAR Part 2.101, micropurchases can generally be made without the need for formal competition, which allows for purchases up to $10,000 (or higher in certain cases like defense or emergencies). P-Card holders can use their cards for these micropurchases without additional approval.

Streamlined Documentation: The FAR allows P-Card transactions to bypass many formal procurement documentation requirements, promoting quicker acquisition and minimizing administrative tasks for small purchases.

Simplified Acquisition Procedures (SAP)

For purchases above the micropurchase threshold but below the Simplified Acquisition Threshold (SAT), which is typically $250,000, the FAR prescribes Simplified Acquisition Procedures (SAP) under FAR Part 13. These procedures are designed to minimize administrative costs and shorten procurement time, aligning with government efficiency goals.

Competitive Quotes: SAP transactions usually require competitive quotes, though this can be done through simplified methods like verbal quotations or online price comparisons.

Flexibility and Streamlining: FAR Part 13 provides flexibility in procurement, allowing contracting officers to use their discretion on methods and procedures as long as they ensure fair pricing and meet agency needs.

Key Benefits of P-Cards and SAP under the FAR

Reduced Processing Time: Both P-Cards and SAPs minimize lengthy procurement steps, making it easier and faster to acquire products and services.

Cost Efficiency: Lower administrative costs and fewer requirements make these methods more cost-effective for government agencies.

Encouragement of Small Business Participation: Simplified procedures facilitate easier access for small businesses to government contracts, aligning with federal initiatives to support small, disadvantaged, or veteran-owned businesses.

These FAR provisions aim to make government procurement for smaller transactions—especially through P-Card purchases—more efficient, with less documentation and faster turnaround, allowing agencies to fulfill needs quickly and economically.
